The movie is set in Kyoto, Japan with the title of the movie refering to the citys large river & waterways with the bulk of the movie revolving around 3 women where the water is a prime importance to them: Hatsumi a tofu make & seller, Takako a coffee shop owner and Setsuko a Whiskey Bar Owner.
